    Well pee is mostly water, so it's water/pee vapour i.e. steam?

    My serious answer:

    -The steam is water vapour (gaseous form of your piss) that is being released when you expel your urine from your body, to the surroundings.
    -Since the urine is coming from your body, it's warm (compared to outside), and matching your body temperature, mostly.
    -During winter time, the outside temperature is a lot lower than usual, a lot lower than the temperature of your urine as it's coming out.
    -This difference in temperature is what makes the "steam" clearly visible, as air density of the external surroundings is lower than the "steam"; thus making things more "black and white" for you to see.
    -During warm temperatures (eg. summertime), this temperature difference is minimized, thus the gradient will not produce visible "steam" to your eyes, though actually, your urine is still releasing heat (steam).

    -If my semen came out in "steam" form, I would just shoot it at the sky and let it find its way to women's cooches.

    Despite the precise definition of steam (taken literally it is something that we cannot see) it is normal usage here (at least) to refer to kettles steaming, wet clothes steaming, sweaty people steaming, and so on. We also talk about windows or spectacles being steamed up. The stuff we can see may not, strictly speaking, be steam, but that's what we call it.

    However, that stuff coming out of your mouth on a winter's morning is breath.
    Just like the stuff you're peeing out is called piss.
