You could bring it up by just asking her if she's recently gotten tested for STD's because you've noticed she's been pretty sexually active. If she says no, say you're concerned for her and you don't want her to regret her decisions in the future, if she says yes then tell her you're glad that she's doing at least that but you're worried about her. Ask her why she's doing it if you really want an answer. If she's very nonchalant about it and doesn't seem to care, there's not much you're going to be able to do about it except express how it makes you feel because you care about her as a friend and don't want to see her being used. My best friend when I was 14 started actively having sex and I tried to talk to her about it but she was stubborn and refused to listen to anything I told her so there wasn't much I could do. She's 18 now and doesn't regret being sexually active at 14... I know I would have DEFINITELY regretted it if I was in her shoes, but to each its own, she may or may not regret it. But you should definitely express your concerns, maybe she just needs someone to talk to.
