It's a dirty blonde underneath and light highlights throughout, i have blueish gray green eyes and i have no clue what a "fleck" is.
I have a reddish undertone which is usually an overtone. Because i blush constantly. CONSTANTLY I AM RED!

Ok so you don't want to go with any warm colors because they'd just make the red too prominent.
I would go with the light blue then, the royal blue is more for brunettes.

Flecks are just the spots of color in your eyes that many people use to tell what color your highlights SHOULD be if you're having them artificially done. They're also helpful in determining what shade of eye makeup would look best.
