17 seconds is too long, but if you want to stay safe, you can always stick to that.
Personally, I set my wait time to seven to ten seconds. It takes me approximately five seconds to get five goals in the game legitly, then +2 seconds for the sending part.

As for the MSN part, it takes about 30 seconds to play it (that's if you play the whole game), but I would suggest sticking to eight to ten seconds if the score you plan to use is low.

Yup, the longer the time is, the better (and safer). xD It's up to you how/why you scoresend for; I scoresend to get my prize points (and to help our team, of course!), so the time I use is a lot lower than that, and the score range is around 3000+ but less than 5500.
