Take these steps:

Download program (either one) and extract to a single folder.
Go through Federations post that is stickied under Neopets Programs forum, download and run the file until completed.
Make sure there are no antivirus programs running that may block the program from connecting.
Make sure computer is set to English Language - US (EN)
Restart Computer
Right click program, run as admin.

Doing this should conquer all errors for anyone trying to get the program to start running.

Edit: when I use no proxy it does work... .. ( does the port of the proxy matter ? I usually use 8080 or 80)
