Help with a hotmail acc?

hey guys, so the unreg hotmail i'm trying to make says it doesn't exist at the log in, but when i go to create the account, it says the email address "isn't available" - does anyone know a way around this?

This might be a very ridiculous question as well but does anyone know how to get a hotmail/outlook password? the neo account is last seen long long ago but the email is still registered ; _;
