Why does neopets do this

How come neopets uses an automated program to freeze users who get over 4000 points in meepit vs. feepit when the highest you can get is 4325? I know this because they they only freeze when one of my accounts when I get over the score and leave all the rest even when the are hooked to the same internet protocol.
