I concur what has already been said,
iStaff is weaker and easier to attain, since iBitch asks for r99s on lv. 35/50.
WoDF is stronger and more expensive because it's clearly more difficult to achieve, start asking for r99s in the in the lv. of mid 20s/50 (I forgot exact q#).
I think even with a network of 1337 cheaters backing you up, your chances of success are only marginally better than the pubs, since there are over 1,600 (1,800+?) r99s, some of which haven't restocked in months, or just never released, like Bettser said.
Cheaters usually loot accounts for the ETS, even if there was an obscure r99 on an account, it'd be hard to notice if you run hundreds of accounts for sale.
Aside from difficulty in getting every r99 you need, you just might get unlucky if they ask for something like a TTear (50m+), LEV, or those gawdawful r99 stamps.
The price of WoDF and iStaff nearly always makes it a worthwhile return though, what are the chances they'll repeatedly ask for stamps and Tears over 15 levels?
