Your account has been frozen for multiple account abuse. Back in September, you created an extraordinary number of side accounts in order to cheat and abuse the Treasure Keeper Code giveaway by redeeming the code and sending the prizes to your main account.
As explained in many areas of the site, as well as in previous Editorial responses and site rules/FAQs regarding events, you may not earn Neopoints/items on more than one account, as this unbalances the game. The economy is not designed for users to earn with multiple accounts, and we want to ensure that the game is fair and fun for everyone. Because you knowingly and excessively cheated with your side accounts in order to gain an advantage over other players, I'm afraid that this account cannot be unfrozen.
