The majority of Neopets' players are just garbage; young, noobs, and rich alike. Most evident in the PC board and just trades involving pets, but all areas of the site too.

And TNT these days are run by a bunch of half-brained monkeys with judgment of the 13 y/os who report to them, so each ticket is >50% freeze rate, while unfreeze rate is greatly below that.
No matter how established your account is, how long you've been around, helpful to others (yes, even best 'neofriends' backstab on a whim), or how legit you are; it helps you not on Neo of today.
I've given up on interacting with others onsite; each post you make on the boards is like swimming with sharks, each neofriend you make is a traitor waiting to be born, etc.
Ironic as it is, but cheaters that the public despise so much, cheaters on forums like cK are actually as real as you will find relating to Neo.
Because we're not restricted to the retarded PG-level rules that Neo enforces, the masses of tweens that follow them, and are experienced to know the truth of being douched out ourselves.
