Whats the best fastest way to get an account frozen permanently? +Rep

I raided an account and got original mail access, secured the email they somehow got the number threatening to call the cops from canada for staling there email and neo account so i gave them the email but kept the account and i already looted everything off it onto shells including the bd pet so whjats the QUICKEST way to freeze it so they cant get it returned?

I tried score sending impossible scores. I have 5 reviewed clearly cheated scores that made it past review and all kinds of revierws but it wont freeze -_- please help +rep!!! big help if you know how to swear on neo
