Hashes aren't allowed to be sold anymore, except for @(you need an account to see links) (I believe) but he sells them in bulk only, so it'll cost you a pretty penny.
Unregs are alright though Neo changed their process a bit. I believe it no longer sends you what the password was, just a reset link.

If hashes are proven to be new and from a database that has not been hit, then yes they are allowed.

You can still get pw sent without reset link ... i wont say how publicy, and will only respond to pm from offical clraik and above about that. So dont bother asking if you dont meet requirements. but yes neo has limited it to 100 email request per ip. it is no longer unlimited so it takes longer to mill through unreg list.
