    i think judge judy would laugh, paypal is your best shot unless you are completely capable of writing your own legal documents. In which case you could site that you are paying for a service you did not receive and file a petition through the court to review your case. depending on your country. or you can argue a case with paypal about it and just backup the information that your account is frozen and you did not know that even if you had a subscription if the account was frozen or inactive that the charges would continue(i personally have never paid neo a .01 sp i wouldnt know the tos and toc), and say its not stated in either of them. also call paypal and escalate your call immediately(request a supervisor 3 times in a row) and relate your issue to them. usually if its under $100.00 paypal refunds it because its more expensive for you to have a supervisor on the phone for an hour.

    yes indeed, it takes a little while and they are retards but youll get your money back, also threaten to stop using their service, as there are other online payment "venders" available to you.

    I've had this happen twice the first time I just sent an email to them and they canceled it.. But the most resent time I actually had to call and get them to cancel it

    If its set up as an automatic payment through paypal you should be able to cancel it without even contacting them

    Canceling a recurring payment, subscription or automatic billing agreement

    If you have set up a recurring payment, a subscription, or automatic billing with a merchant, you can cancel your pending payments:
    Log in to your PayPal account.
    Click Profile near the top of the page.
    Click My money.
    Click Update in the My preapproved payments section.
    Click Cancel, Cancel automatic billing, or Cancel subscription and follow the instructions
