Refreshers only work without bans if there spider refreshers , these work by visiting a page , extracting every link off it , looking for ones starting with neopets.com and visiting one of those.
This way you look like a human browsing the site but its a pain... You need to blacklist certain urls so your spider refreshers isnt performing unwanted actions ect and even then all you get is a random item now and then... Not genrally worth the code to even make one.
This refresher is no different to turning repeat mode setting on with a 2 second delay on windows and putting a paper weight on the f5 button to refresh... It will get you banned pretty much the oldest trick in the book people was doing this with ie plugins and shit years ago.
As a future rule of thumb: if fred flinstone can replicate your method with a rock , its probly high risk.
