Norton sucks wouldnt surprise me if that was blocking you its a over the top piece of crap that detects cheating programs as viruses and dosen't even detect most viruses I scan then charges you for the privilege. Would not surprise me if it had some crappy firewall included thats blocking you uninstall it get avg,nod or anything else just not norton...

Agree what RDD said, low detection rate vs. other antimalware programs, bloatware that on top of what has already been mentioned, is a huge resource hog and slows your processes to hell.
And when you're finally fed up with it and decide to uninstall it, it's a pain in the ass to uninstall too. Its own uninstaller only takes out the bare minimum, leaving huge gaps and useless files on your system that only you can delete by doing manually.
I had it almost a decade ago, I once had clearly identifiable virus files and .exes on my computer, I put Norton to spot scan them individually while they were active (mind you these were not recently released viruses), and it still failed to detect.
As rare said, I'd say it's your antivirus.
Power off it, then try using the program. If you still have problems, let us know to see what can we do for you
