Everyone's out for themselves, and IRL, even if the job isn't important, people still don't want to risk getting fired, getting a bad reference, or getting a money/legal penalty.

Government corruption is more likely because the rewards are a lot greater and worth the jump. Could get away with millions, retire early.

But what are you going to run with by cheating against Neopets? A few hundred per month at best, hardly life changing. And if you get fired (as minimum punishment), well you'll at least be out a few weeks looking for another decent job, if not months. Those lost paycheques probably will cost more than the few hundred you got under the table.
