I'm curious!

This site's view on scamming has got me pretty confused?
Why are people allowed to scam, get banned, pay it back, and then come back?
Most obviously aren't changed people, they just want the chance to scam a bigger and better item!

If they were able to do it once, why can't they do it again!
Like, why is this site promoting bad behavior?

Unless this is only something to get scammers to pay back the poor individual that was scammed.
I'm just confused as a major seller.
