Paypal Help- Gift Option

When I hop on my paypal, it has no "gift option".
I was reading online that New Zealand doesn't have that option (Please correct me if I'm wrong).

What could I do? are there any other options I could use?
Like payment owed where the buyer receives the charge fees instead of the seller?

You have to do "business" if personal doesnt work
