A regular debit card? If it is unopened, the sender doesn't know the card number so it is pretty much untraceable/requires a lot of resources to trace it. A company issued rebate card is given a value by the company so the company has the card's number on file and can see recent purchases/cancel the card.
I still think it's dangerous.

Be aware that if it came in the mail, merely opening mail not addressed to you is not a misdemeanor but rather a felony for up to 10 years and 250K fine. Then the fact that there's the debit card inside on top of that.

You would need to use tor if you were to use it. Possibly even chain a proxifier to tor to be safe. I used to be into the carding scene but left because of too much risk.
