On my paypal i have 4.30 and i have a bank account and cc on it
and whenever i try to send money it says " You must add funds to your PayPal account before sending more money."
although i already have money, a bank account, and a cc on it!

Hmm I am not sure, are you trying to send more than you have access to?
You might not have access to those funds, Paypal may be holding them for
reason, I know they do this, because Paypal is holding over $500+ of my Dad's account
Once they settle it you willl have access to those funds, There should be an available funds
out of total funds
Or you could just try to pay the person (anyone you're paying) and paypal should request funds from your bank
