already deleted bin and temp files and it hasent said i have any viruses i scan it daily and nothing is trying to update

My first instinct would be what's already been said, things are probably running in the background or something. xD
You can try pipelining in Firefox if that's what you normally use (though finding an actual problem would be better).

well i use google chrome mainly i went and downloaded firefox and safari just to see if they worked better and they did sorta

I use Chrome too. Mm... check chrome://memory for anything weird or taking up a lot of memory?

Or the browser task manager.

Alright, so none of that seems to be the problem unless your RAM is total shit (I run upwards of 1GB in Chrome, haha)
Sorry, not sure what else would affect only Neo unless it's on their side, but I haven't had problems. :\
