Previously I had the same problem, except that I managed to "click through" the encryption is updating page. I was getting a different problem though which is why I installed the library files into system32 as well and now I have this problem. It seems the location of the library files is the thing that's upsetting the program.

ok umm try to reinstall the library files once in the program files(x86) and see if that works and for you spurs have you tryed redownloading it or running it as a administrator
scratch that dont do that just install the library files in the default spot once dont download twice
Where did you install the library files into ? Just one folder or more?

Okay I will do it once only this time but aren't they present in every place that I've installed them? I am wandering that they don't get deleted or un-installed ..hmmmmm
Installed library files only into the default area and now two files have appeared in the SS folder but they aren't disappearing this time. Progress woot!
Yes, but this last time I did not. The only place I installed this time is into System32 which is the default. It seems to have changed something and made a difference. I will attempt restarting again. It looks as though the library files, once installed, don't exist anywhere ? They are invisible or something.
